A2P 10DLC Campaign Vetting Changes

Due to an industry change that's looking to improve and reduce spam, fraud, and unwanted messaging and protect SMS as a trusted communications channel in the U.S., every messaging provider that services A2P Campaigns must conduct this vetting.

The Campaign Registry (TCR) has announced updated fees for A2P 10DLC brand registration and campaign vetting, which will take effect on August 1, 2025. This update will reflect in your billing for all new campaigns registered from this date onwards. The fee changes will apply to brand registrations and the manual vetting process but do not affect the recurring campaign fees.

What Has Changed?
The fees for brand registration and vetting have increased slightly. Below is a summary of the updated fee structure:

How to Navigate the Updated A2P 10DLC Campaign Process

1-Prepare for the New Registration Costs
Before registering new campaigns after August 1, 2025, be aware of the updated fees. This includes brand registration and manual vetting charges, which will be reflected in your billing.

2-Submit Your New Campaigns
The process for submitting new A2P 10DLC campaigns remains the same. Submit the necessary details for the brand registration and campaign setup, and the manual vetting process will begin.

Choosing Between Low Volume and High Volume Standard Campaigns

  • The following images illustrate the options for Low Volume Standard and High Volume Standard campaigns. Choose the appropriate brand type based on your campaign’s needs—whether you're sending a smaller volume of messages or need the capacity for higher daily limits.

  • Low Volume Standard is recommended for businesses with moderate messaging needs, allowing up to 6,000 segments per day.

  • On the other hand, High Volume Standard is ideal for businesses that require higher throughput, supporting up to 600,000 segments per day and multiple phone numbers. Be sure to select the right option based on your campaign scale.

  • The next image shows the Sole Prop Brand option, which is ideal for businesses with only one phone number. It allows you to set up a campaign without needing an EIN/SSN/DUNS registration. Be sure to review the important notice about number linking after approval before you proceed.

3-Manual Vetting Process
Once a new campaign is submitted, it will go into a "Pending" state until it is manually vetted and approved. The vetting process is designed to ensure compliance with the regulations for A2P messaging.

4-Monitor Campaign Status
After approval, your campaign will be eligible to send compliant messages on the A2P route. If the campaign is rejected, you’ll be informed of the necessary steps for resolution.

  • Focus on Compliance: Ensure your new campaigns comply with A2P 10DLC guidelines to avoid delays in the vetting process.

  • Consider Toll-Free Messaging: If your campaign doesn’t pass the vetting process, toll-free messaging can serve as an alternative.
